I think so. All the skulls around troll ruins have them socketed in the lower jaw, not even as part of the teeth.

That aside, she's so very slim and PRET-TAY!

Actually... I think they're all in the lower jaw. It's just that the male tusks curve up and out more.

I'm not certain it really matters where the tusks come from. In Warcraft three the tusks moved with the window animation, which leads me to beleave they're on the bottom jaw. But rooting them to the skull it'self would provide a more stable root, better for gouging, though it would mean a lessoned manuverability.

So I guess it varies on whatever "breed" of troll it is.
