This guy. I was snooping around Redridge today and spotted him from the water, so naturally I decided to kill him as I do with most Night Elves I encounter. He had a dwarf companion dressed in similar garb, so I assume he's also associated with this "Hand of Chaos".

Can someone elaborate on this group? Never heard of them until now, and WoWWiki yields nothing.

It says THE hand of Chaos, so who knows. Could be he is the only one.

Him or the dwarf is involved in an Alliance rogue quest I belive... definitely for humans, not sure about the other races.

He's obviously related to the Human Manos, the Hand of Fate.

I thought those two worked with SI:7 so maybe there group is just a splinter cell operation or something that does work for SI:7 and helps train up and coming assassins.

he can drop a necklace that one of the children on the pier are looking for.

Children are non-factional, so Horde can actually do this quest.

And, hehe, I'll admit, I helped the little girl get her necklace back...
