Increased Stealth Items

Items like The Master's Treads (http://www.wowhead.com/?item=31288) that increase stealth. Is it as simple as it sounds; increased stealth level by 1 is equivalent to 1 character level?

I'm a strong advocate of +stealth gear. For arena's (before they made it so you couldn't change gear in arenas) I had an entire second set of gear that buffed my stealth detection by one more level and my stealth rating by about four levels, so I was basically on par with a full subtlety rogue, while specced mutilate. It made fighting the increasingly popular AR prep and Hemo rogues a heck of a lot easier.

Haven't seen much for + stealth at 80 though. Blizz's new itemization kinda makes me sad. But that's another story.
